Does iPod Touch maps/location work without wi-fi?

After months of not updating, I finally got the new iPod Touch update and I love it. It’s awesome. So today I was looking through apps and found this really cool one where it’s kind of like a SCAVENGER HUNT. The iTouch takes your current location and randomly scatters "treasures" around your neighborhood and you have to go find it. Obviously you use a map and kind of an overview satellite image probably provided by google. When I was reading reviews for it, lots of people said that it was more of an iTouch app and worked better with the iTouch. It was able to work well without connecting to the internet. However, many more said that with an update, the iTouch grid no longer worked. Can someone help me? I don’t want to waste my money on this.
